The Tasks of the Local Government for the Realization of a Multi-cultural Society -Based on analyses of understanding of public servants regarding multi-culturalism-

Abstract
The purpose of this study is to explore what local government should do for realization of multi-cultural society through analyses of understanding of public servants in charge of support for migrant women or workers. This study also aims to examine whether there are significant differences in various aspects of public servants¡¯ understanding regarding multi-culturalism by sex, age, and position. Based on 114 data collected from telephone survey with representative sample of local government¡¯s public servants across the nation except for Jeju Island, this study finds that there are significant differences in some aspects of public servants¡¯ understanding regarding multi-culturalism by sex, age, and position. For realization of multi-cultural society, this study suggests as follows, First of all, local government should understand clear meaning of multi-culturalism and stop providing paternal programs. Second, local government should make proper local ordinance and reform wrong existing systems. Third, local government should set up a task force to deal with migrant workers and women. Fourth, local government should set up a decision-making body which comprises government officials and civilians, and guarantee that a representative of migrant workers or women shall take part in it. Finally, local government should make up a proper budget for migrant workers and women through notable change in perception.
